2006 RACING SEASON - SAILING INSTRUCTIONS

 

1. RULES
1.1 Club races will be governed by the rules as defined in the current Racing Rules of Sailing (RRS).
1.2 Personal buoyancy. This is a change the RRS Part 4 Preamble.and RRS 40.1.
1.2(a) When in their boats on the water, IOD, Laser and Laser Radial sailors shall wear a life jacket or other adequate personal buoyancy device.
1.2(b) When racing, Class X sailors shall wear a life jacket or other adequate personal buoyancy device.
1.2(c) When racing prior to July 1, all MC sailors shall wear a life jacket or other adequate personal buoyancy device.

2. ELIGIBILITY
2.1 A boat having a LGYC Yacht Registration Form on file with the Vice Commodore is eligible to race provided both owner and helmsperson are Club members in good standing and the boat is in compliance with class scantling rules and specifications.
2.2 A change in ownership invalidates the Yacht Registration Form and a new Yacht Registration Form must be filed with the Vice Commodore.
2.3 No Laser/Laser Radial Youth helmsperson shall reach or have reached the age of 20 during calendar year 2006.
2.4 All boats in classes A, E, C and X shall display the Lake Geneva designator "I" on their mainsails with size and placement in accordance with class rules. A boat belonging to a member who is also a member of another club may race and be scored when her mainsail displays other than the "I" designator, provided they have properly register that number with the Vice Commodore.

3. NOTICES TO COMPETITORS
Notices to Competitors will be posted on the Official Notice Board located in the Club House.

4. CHANGES IN SAILING INSTRUCTIONS
Any change to the Sailing Instructions (SI) and/or Sailing Instructions Supplements (SIS) shall be approved by the Vice Commodore or his authorized delegate and shall be posted on the Official Notice Board not less than 72 hours before it will take effect. No change to the SI will be given on the water. This is a change to RRS 89.2c.

5. SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed from the Club signal mast.
5.2 If a postponement is signaled ashore, the warning signal will be made not less than 30 minutes after Flag 'AP' is lowered.
5.3 Signals made ashore will be copied by the Race Committee signal boat when off her moorings.
5.4 Flag 'F' to signal that all Class E boats are required to sail with NCESA mainsail floatation panels installed, will be displayed at least one hour prior to the first scheduled warning signal.

6. SCHEDULE OF RACES
6.1 The schedule of races appears in SIS Race Schedule.
6.1(a) The time shown is the time of the warning signal for a class scheduled to race.
6.1(b) When more than one class is scheduled, the order of the warning signals of the classes will be as shown, or in special circumstances may be altered at the discretion of the Race Committee.
6.1(c) The order of warning signals for the second of back-to-back races shall be solely at the discretion of the Race Committee.
6.1(d) The order in which class flags are displayed at the warning signal takes precedence over the order in which class indicators and course signals are displayed.
6.2 Restrictions on the time of warning signal:
6.2(a) For all races scheduled prior to 12:00 noon, no Warning Signal for any class in the schedule shall be later than 11:10 a.m.
6.2(b) For all races scheduled between 12:00 noon and 3:00 p.m., no Warning signal for any class in the schedule shall be later than 3:00 p.m.
6.2 (c) For all races scheduled after 5:00 p.m., no Warning Signal for any class in the schedule shall be later than 7:15 p.m.
6.3 Races may be canceled only by the Vice Commodore or his authorized delegate and shall be posted on the Official Notice Board.
6.4 The Sheridan Trophy race may be canceled only by written authorization of the trustees of the Trophy.
6.5 One completed race constitutes a series.

7. CLASS INDICATORS AND CLASS FLAGS
7.1 Class indicators will be white boards with black class initials or insigna and displayed with the course signals.
7.2 The class flags are described below:
Class A - letter A on a white field
Class E - letter E on a white field
Class C - letter C on an orange filed
Class MC- letters MC on a blue filed
Class X - letter X on a gold/blue/gold field
Sonar - letter S on a red field
M-24 - letters M24 on a white field
Laser and Radial - letter L on a yellow field
Optimist - letters OI on a yellow field

8. THE RACING AREA
The racing area shall be the navigable waters of Geneva Lake.

9. THE STARTING AREA
The starting area is defined as being rectangular, extending approximately one quarter the length of the starting line along each extension of the starting line and approximately 50 yards to windward and to leeward of the starting line and its extensions.

10. COURSES
10.1 Course signals, including the number of laps, will be displayed on orange boards with black letters.
10.2 Course diagrams appear in SIS Course Diagrams and Signals.
10.3 Flag 'G' may be displayed prior to or with the warning signal
when course 'W' is signaled for all classes. The leeward mark for all classes will be replaced by a leeward gate. Boats shall sail between the two marks of the gate from the direction of the last mark and round Mark LS to starboard or Mark LP to port. Refer to SIS Course Diagrams and Signals.
10.4 For all races held prior to 12:00 noon on Saturday or Sunday, when Flag "D' is displayed prior to or with the warning signal, a secondary leeward mark shall be positioned on the course side of the primary leeward mark and all boats shall round this secondary mark to port on all laps except when finishing at the primary leeward mark. Refer to SIS Course Diagrams and Signals.
10.5 The interior angles of triangular courses will be varied.
10.6 Minimum course lengths appear in SIS Minimum Course Lengths.
10.7 Courses shall not be shortened after the starting signal. This is a change to RRS 32.
10.8 The course for the Sheridan Trophy race is governed by the trustees of the trophy.
10.9 The courses for the Wacker, Bliss, Cameron trophies and the Admiral's Prize races are governed by the deeds of gift.

11. MARKS
11.1 All marks shall be orange shapes.
11.2 The secondary leeward mark (SI 10.4) shall be two connected orange shapes.

12. THE START
12.1 Races shall be started in accordance with RRS 26, except as modified in SI 12.3.
12.2 The warning signal for each succeeding class shall be made with or after the starting signal of the preceding class.
12.3 Flag 'P' and Flag 'Z' will not be displayed as preparatory signals. This is a change to RRS 26.
12.4 The starting line will be between the staff displaying an orange line flag on a race committee boat at the starboard end of the line and a mark at the port end of the line, or
12.4(a) The starting line may be between two staffs displaying orange line flags on two race committee boats, or
12.4(b) The starting line may be between two marks.
12.5 Signals will be made from a race committee boat at or near the starboard end of the line.
12.6 Boats whose preparatory signal has not been made shall stay clear of the starting area.
12.7 A boat shall start no later than 15 minutes after the starting signal for her class.

13. RECALLS
13.1 The race committee will hail the sail number of each boat on the course side at the starting signal. This is a change to RRS 29.1. Failure to hear the hail does not relieve a boat of the obligation to start properly and shall not provide grounds for redress.
13.2 When a class (or classes) is subject to a General Recall, RRS 29.2 will apply and the time of the warning signal for the new start of the recalled class (or classes) shall be at the discretion of the race
committee and SI 6.1(d) shall apply.

14. CHANGE OF THE NEXT LEG OF THE COURSE
The change of the next leg of the course will be signaled in accordance with RRS 33(a). RRS 33(b) and 33(c) will not be used.

15 FINISH
15.1 The finishing line will be between the staff displaying an orange flag on a race committee boat at one end of the line and a mark at the opposite end of the line, or
15.1(a) The finishing line may be between two staffs displaying orange flags on two race committee boats, or
15.1(b) The finishing line may be between two marks.
15.2 For the first race of back-to-back races scheduled prior to 12:00 noon
on Saturday or Sunday, the finishing line shall be at the primary
leeward mark, or the options in 15.1(a) or 15.1(b)
15.3 Boats shall finish in accordance with RRS, Definition Finish.

16. PENALTY SYSTEM
16.1 RRS 44.2 shall apply except as modified in SI 16.2.
16.2 Class A and Class E boats shall perform one turn, including one tack and one gybe.

17. TIME LIMITS
Time limits appear in SIS Time Limits.

18. PROTESTS
18.1 Immediately after finishing, a boat intending to protest shall notify the race committee on station at the finish line of her intent to protest and the sail number of the protested boat. A boat that fails to finish and intends to protest shall notify the race committee as soon as possible. This a change to RRS 61.
18.2 Protests shall be written on forms available in the Office in the Clubhouse. The completed form shall be delivered to the Office and filed with the Race Officer of the day, or his authorized delegate, within one hour of the docking of the race committee signal boat. The individual receiving the completed form shall sign the form to acknowledge receipt and time of receipt.
18.3 The Jury will hear protests according to the schedule posted on Official Race Committee Notice Board.

19. SCORING
19.1 A series will be scored as provided in Appendix A of the RRS using the Low Point System and A9 modified so that each boat's series score will be the total of her race scores, with her worst scores discarded according to SIS Discarded Races.
19.1(a) In Laser/Laser Radial series A and Laser/Laser Radial Youth series A and series B, all boats will race together but be scored as in separate classes.
19.2 A race is scored only if the number of boats in the starting area is a minimum of:
19.2(a) Three for classes E, C, MC, X, Optimist, M-24,Sonar, and Star.
19.3(b) Three for combined classes Laser/Laser Radial and Laser/ Laser Radial Youth .
19.2(c) Two for class A.
19.2(d) One for the Sheridan Trophy race.
19.3 Average Points
19.3(a) A request for average points will be considered for Series A and Series B for Classes X , Laser/ Radial Youth and IOD and for Class C for the A Series races scheduled during the ILYA Championship, ILYA Invitational and National Championships
.


19.3(b) Requests for average points must be submitted to the Vice Commodore no later than one week in advance of the eligible event. Eligibility is for boats traveling to regatta. Average points will not be granted to a yacht that is not traveling to a regatta.
19.3(c) A Class X, Laser/Laser Radial Youth, or IOD member competing in a US Sailing championship, in the quarter finals, semifinals, or finals, upon request will be awarded average points.
19.3(d) Class X members who are invited and attend the Class X Blue Chip regatta upon request will be awarded average points.                                                                                                       

19.3(e) Average points will only be awarded to members who are competing in the boat for which they making the request.                                                                                                         19.3(f) Average points will be awarded by calculating a finish place by the following formula, before discarded races:
Finish Place = F1 + F2 + F3 + F4 + F5+ F6 +.... n
F = score of each series race where the boat was in the starting area.
n = total number races in which the boat was in the starting area.
Decimals will be rounded upward: i.e., 3.2 will be 4.
Races awarded average points may not be counted as discarded races.
Ties will be broken in favor of the boat that was in the starting area in the most races of the series.

20. ELECTRONIC COMMUNICATION
20.1 As a courtesy, the Race Committee may make radio transmissions available to all racing boats. The Race Committee may (not required ) make a radio transmission to racing boats or boats intending to race with information relating to emergencies, postponements, abandonment, OCS notification, and change of course. The Race Committee will use and monitor channel 18.
20.1(a) Failure to hear any Race Committee transmission shall not be grounds for requesting redress.
20.2 A racing boat shall only receive electronic transmissions available to all boats.
20.3. When racing, a boat shall make electronic transmissions only in an emergency or to notify the Race Committee that she is leaving the course area.

21. COACHING
Coaching is allowed during Series C for classes C, Sonar, MC, M17 and E.
This is a change to RRS 41 and SI 20.2 and 20.3.

22. PRIZES AND PERPETUAL TROPHIES
22.1 Prizes shall be awarded for permanent possession in accordance with SIS Prize Schedule.
22.2 Perpetual trophies shall be awarded as scheduled except that trophies for canceled races that are not re-sailed may be allocated to other races in the same series at the discretion of the Vice Commodore.
22.3 Perpetual trophies shall be awarded on a divided time of possession basis in the case of unbreakable ties.
22.3(a) Perpetual trophies awarded on a divided time of possession basis shall not be counted toward the requirements for permanent possession.

• The Time Limits for the Sheridan Prize race, the Otto L Schmidt Memorial, Charles H. Wacker, Harry Hayner Bliss, the Charles Cameron Trophy and the Admiral's Prize race are 6 hours.

SIS PRIZE SCHEDULE

CHAMPIONSHIP SERIES A and SERIES B:
Class X 3 places plus one additional prize for each 2 places beyond 5.
Laser/Radial Youth 3 places plus one additional prize for each 2 places beyond 5.
IOD: Daily ribbons for all competitors.
Series prizes: First 3 places plus one additional prize for each 2 places beyond 5.
Other classes: Either 2 places or 20% (rounded up) of all boats that appeared in the starting area in the series, whichever is greater.
SERIES C, SPRING, and FALL SERIES:
All classes: Either first place or 20% (rounded up) of all boats that appeared in the starting area in the series, whichever is greater.
SHERIDAN PRIZE RACE: The owner of the winning boat shall be awarded a replica of the Nettie. The winning skipper and each crew member shall receive a lapel pin commemorating the Sheridan Prize.
WACKER, OTTO L. SCHMIDT and BLISS races: Winning skippers and each crew shall receive lapel pins for their respective races.
PARENTS RACE: First place.
OLD GUARD RACE: First place.
